The state Senate passed a progressive income tax package 19 to 17 Wednesday morning.

The Hartford Courant is reporting: “After publicly promising to enact the tax package, Senate President Pro Tem Donald E. Williams Jr. made an embarrassing discovery Tuesday: He didn’t have the votes. After an intense day of lobbying, Williams declared late Tuesday that he had assembled enough votes for a simple majority to pass the package, but failed to garner enough for a two-thirds, veto-proof margin.”
