Guest opinion writer Barry Simon says last Tuesday was a grim day for individuals with disabilities in Connecticut. The Appropriations Committee announced a 1% Cost of Living Adjustment for the private providers of disability services. I have only this to say: This proposal has life-shattering consequences for nearly 420 group home residents that call Oak Hill home.
