The Connecticut Insurance Department will hold a public hearing Friday on Anthem Blue Cross and Blue Shield’s proposal to raise premiums next year for its health plans.

The hearing will be held at 9 a.m., Friday, at the Insurance Department’s offices at 153 Market Street in Hartford.

The public hearing will be focused on the new rates proposed for its consumers participating in Access Health CT, Connecticut’s health insurance exchange, as well as plans for individuals that were sold outside the exchange.

Anthem is seeking an average 12.5 percent rate increase, but the premium varies by plan and, depending upon the consumer, the rate will vary. Some consumers will see a 4.8 percent rate decrease, while others could see a 17.38 percent rate increase.

The public will have an hour to speak at the beginning of the meeting and a second hour at the end of the meeting has been reserved for public comment. Anthem also will be allowed to make a presentation.

A public hearing on the proposed increase wasn’t necessary under the law, but Healthcare Advocate Victoria Veltri asked for one to be held based on the size of the increase.
