Residents who signed up for health insurance plans through Access Health CT, Connecticut’s exchange, should have already received their first bill in the mail, but some are complaining they have not.
“Many consumers have asked what they need to do if they need care on January 1st or later and have not yet received an ID card,” Access Health CT officials wrote in a statement. “The answer depends on which plan or program for which they are eligible.”
There were 34,295 individuals who signed up for plans with one of the three private insurance carriers. Those individuals will receive coverage on Jan. 1, as long as they make their first monthly premium payment by Jan. 10. Anyone who signed up after Dec. 23 but before Jan. 15, should be eligible for coverage starting Feb. 1.
Another 27,850 individuals — who signed up before Dec. 23 — qualified for HUSKY or Medicaid. Those individuals should be receiving an ID card in the mail. Anyone who hasn’t should contact the Department of Social Services at 1-855-6-CONNECT (1-855-626-6632) (TTD/TTY 1-800-842-4524 for persons with speech or hearing difficulties).
Individuals enrolled with a private insurance carrier and have questions should call their carriers.

Anthem
If you chose Anthem and have not received a bill yet, call 1-855-738-6644 and request a bill be mailed or emailed. If an enrollee has received a bill, they can pay it according to the instructions on the bill. Once an enrollee has paid, they may request a temporary ID card and number from an Anthem customer service representative.
ConnectiCare Benefits Inc.
ConnectiCare Benefits Inc. has been regularly sending out bills to consumers who have enrolled through Access Health CT. If a consumer chose ConnectiCare Benefits Inc. and has not received a bill yet, please call 860-674-5757 or 1-800-251-7722 (TDD/TYY Services 1-800-842-9710). Once an enrollee receives that bill, they should pay it according to the instructions on the bill. Once an enrollee has paid, their account will be updated with that information.
Healthy CT
HealthyCT has been regularly sending out bills to consumers who have enrolled through Access Health CT. If a consumer chose HealthyCT and has not received a bill yet, please call 1-855-458-4928. Once an enrollee receives that bill, they should pay it according to the instructions on the bill. Once an enrollee has paid, their account will be updated with that information and an ID card sent to them.
