Public Safety Commissioner Reuben Bradford told Gov. Dannel P. Malloy in this letter that a leaked state trooper email did not suggest the implementation of a ticket quota. The email leaked to the media last week was “misinterpreted” Bradford said.

“In that memo, Lt. Schirillo clearly establishes suggested goals for his troop for the coming 24-hour shift period,” Bradford writes. “I can see how this memo might be misinterpreted by some as a quota system.”

Bradford said the lieutenant acknowledged his email “was not properly phrased, and he regrets any misunderstanding this may have created.”

“Springtime has always been a time of the year when we experience a significant increase in the number of serious injuries and fatal crashes,” Bradford said.

He said that’s why enforcement is stepped up this time every year.
