An Enfield lawmaker wants to know why a prison guard was denied a request to shackle a death row inmate who attacked the prison guard and injured four others while being restrained.

Rep. Karen Jarmoc, a Democrat from Enfield, said she’s asking the legislature’s Judiciary Committee to hold a hearing on the incident.

According to Jarmoc the prison guard told a prison psychologist about death row inmate Daniel Webb’s his “aggressive focus on the captain.”

“This serious incident could have been prevented if the standard in regard to restraining death row inmates has been supported by DOC administrators,” Catherine Osten, president of the correction union, said.

The Judiciary Committee has agreed to hold a hearing next week.
