It may have flopped in D.C. But a homegrown version of a new government-run health insurance plan rolls out in New Haven and Hartford — with precious little help from a grudging governor, in the eyes of reform-minded critics.
The roll-out is an experiment in bypassing insurance companies to deliver health care to poor and working families.
