Speaker of the House Chris Donovan, D-Meriden, said House Minority Leader Lawrence Cafero, R-Norwalk, is wrong when he says there’s a provision in one of the eight bills that allows the state Comptroller to pool all the insurance plans she oversees. He said its a proposal to move to self-insurance. As for the $50 million in fee increases, he said it’s about putting things that both Republican Gov. M. Jodi Rell wanted and the Democrats wanted back into the budget.
