Peg Oliveira and Jen Vickery became one of Connecticut’s first same-sex couple to say “I do” under state law outside New Haven City Hall Wednesday morning, capping a morning of courtroom procedure, marriage license form-filling, and exuberant, balloon-filled celebration.
