For the first time in his tenure, Police Chief Cisco Ortiz (pictured) was proud to announce that three months have passed without a single homicide. Shootings, however, are on the rise, with a youth-focused outreach program gearing up to respond.

Ortiz presented first-quarter crime stats Monday that showed a 6 percent drop in overall crime from the same time period last year. Violent crime rose 2.8 percent; non-violent crime fell 9 percent.
