It didn’t pass last year, or the year before that, but for the last six years law enforcement has asked lawmakers for something that would help them keep illegal guns off the street. This year’s attempt, (House Bill 5818), makes it either a $500 fine or a misdemeanor for gun owners not to report their guns lost or stolen within 72-hours. At a news conference Wednesday, Chief State’s Attorney Christopher Morano said the legislation “is not about gun control, it’s about responsible gun ownership.”

The bill is designed to close a loophole that allows people to buy guns legally, and then sell them illegally on the street. If a gun is traced back to them after a crime, they can simply say “It was stolen,” and face no penalty.But year after year common sense proposals to help police eliminate those so-called “straw buyers,” have failed to become law. Last year the House stalled a similar bill that was passed by the Senate. From the Senate it was placed on the House calendar and was the referred to the Transportation Committee, possibly a stalling maneuver, according to Connecticut Against Gun Violence co-executive director Lisa Labella.While law enforcement officials from across the state say they have been trying to pass the legislation for the last six years, LaBella’s advocacy group has been on board for the last two, and she hopes the third time’s the charm. Last year, once the bill was put back on the House calendar, Labella says an “infamous” 10 legislators tacked on 13 amendments, and that bill was never called for debate before the session ended. There wasn’t any time left to discuss it, state Rep. Michael Lawlor, co-chairman of the Judiciary Committee said Wednesday. “It was a talker,” he said, and the legislature couldn’t spare five or six hours to debate it. But will it be dŽjˆ vu this year? Maybe not. The bill appears to have one particularly important supporter: Gov. M. Jodi Rell. Although she was not present at Wednesday’s news conference to say so herself, Department of Public Safety Commissioner Leonard Boyle said she is on board.In February, after a meeting with 15 mayors on an increase in youth crime and violence, Rell said a majority of the guns used in crimes were “not lost or stolen,” but she recently told Boyle she’d give the legislation a chance. Still, there’s plenty of time for opposition from the National Rifle Association, which last year dispatched its hard-hitting Washington, D.C. lobbyists to Hartford when it seemed likely the bill would pass.  Want to know where your legislator may stand on the issue?
